Windows 7 power on after power loss
I have tried to recover from a backup created with Acronis. I have unplugged everything from the computer, removed the battery and held the power button for 1 minute. I am looking for more suggestions on this. I want to rule out all possibilities before even considering replacement. Seems like you may have nuked the NUC, sorry couldn't help it.

Create a USB boot device with pen drive Linux using Linux Mint or Ubuntu or any other distro with run live option, there's quite a few. That'll prove all other components except the HD is in good shape. That case, you'll just be looking at a HD replacement.
Swapped the SSD with a knows good unit, same symptom but the SSD from the good unit worked in the unit that the bad one came out of. Just need to get a new SSD. Assuming you do not have a UPS, are you saying that after a power loss, the server does not come back on after the power is restored? Please make sure that your server has the latest BIOS. In the bios there's often often as in general systems an option to go back to the last powerstate, but if you have your system set up with connectivity to your UPS so that the system does a graceful shutdown when the UPS starts running low, this bios option wouldn't serve a purpose, as the bios cannot distinguish between a user initiated shutdown or a software UPS management software initiated shutdown; it just sees it was a shutdown and not a loss of power.
You may need to look into some kind of WoL setup where you have an 'unprotected' system that will power itself up when power is restored and then has as part of it's bootup script runs several WoL requests to power up certain servers. Member since CityWonk 2 Bronze.
